Within the framework of the Import Control System 2 Version 3 (ICS2 R3) implemented in the European Union (EU), it was stated that the submission of an entry summary declaration (ENS) would become mandatory as of 1 January 2026 for shipments through the United Kingdom (for Northern Ireland), Bulgaria, Finland, France, Ireland, Spain, Italy, Lithuania, Hungary and Greece. The legal framework regarding this application is set out in the attached Commission Implementing Decisions published in the Official Journal of the European Union on 19.12.2025 and 22.12.2025.
