SUBJECT: From the Decision Amending the Decision No. 9392 dated 31/12/2024 on the Application of Additional Customs Duty on Imports for filter manufacturers operating in Iskenderun, the following are the HS Code Nos. 48.11.59.00.90.29 (Plastic coated, impregnated/coated other paper and paperboard; non-adhesive, bleached, m² > 150 gsm, in rolls or sheets) and the 25% additional import tax imposed on automotive filter paper (which is not manufactured domestically) that we import, and which is causing economic hardship for the sector, has been conveyed to Hatay Deputy Abdulkadir Özel for forwarding to the Union of Chambers and Commodity Exchanges of Turkey (TOBB) and the relevant ministries.
STATEMENT/ACTION: A presidential decree was issued on April 30, 2025, regarding the "Economic difficulties experienced in the sector due to the imposition of a 25% additional import tax on imported automotive filter paper (not manufactured domestically) pursuant to the Decree No. 9392 dated December 31, 2024, on the Amendment of the Decree on the Application of Additional Customs Duty on Imports by filter manufacturing companies operating in Iskenderun," which was communicated to the relevant authorities regarding our Chamber's initiatives. The amendment was published in the Official Gazette dated May 1, 2025, and entered into force. We would like to thank the industry representatives who cooperated with our chamber in making this decision, as well as the Union of Chambers and Commodity Exchanges of Turkey (TOBB), and relevant ministry units. We wish this decision to be beneficial for all filter manufacturers operating in our district.
TOPIC: In line with the decisions made by our professional committees, our members have been left in an economic difficult situation because the tax office began collecting tax payments after the end of the force majeure. Therefore, it has been decided to write to the TOBB sector council to ensure that the SSI debt payments due at the end of June are made without collateral and for no less than 24 months, covering all our members. In addition, the extension of the force majeure for our businesses with a turnover of over 2.5 million was discussed, and it was decided to convey the matter to the relevant public institutions and organizations.
DESCRIPTION/ACTION: It has been decided to extend the force majeure period to November 30 for taxpayers in Adıyaman, Hatay, Kahramanmaraş, and Malatya, as well as the İslahiye and Nurdağı districts of Gaziantep, whose turnover is below 2.5 million lira as of the end of 2022.
SUBJECT:"Within the scope of Circular No. 2013/5 of the General Directorate of Customs of the Ministry of Trade, the issue of "difficulties experienced by our members due to the guarantee practices regarding the declarations with the regime code 3171, which are issued in the case of goods stored in warehouses and not in free circulation and being shipped to an air or sea port under the control of the same customs administration and being exported abroad" has been conveyed to Hatay Deputy Abdulkadir Özel to be conveyed to the TOBB and the relevant ministries.
EXPLANATION/ACTION: Ministry of Trade An official letter was sent to the General Directorate of Customs and a regulation was made with the approval of the Ministry on October 2, 2025. The regulation states: “Regarding the goods within the scope of the 3171 regime code declaration prepared in cases where goods not in free circulation stored in a warehouse are shipped to an air or sea port under the control of the same customs administration and then exported from there; in cases where a guarantee is required in the 3171 regime code declaration, it has been deemed appropriate to provide a guarantee of 10% of the import duties on the goods in question.”

TOPIC: In our 22nd professional committee held in February 2024 The joint decision taken; It was decided to extend the force majeure applied in the earthquake region where Malatya, Adıyaman, Kahramanmaraş and Hatay provinces are located, to declare the region as a disaster area, to include the postponed payments in the scope of amnesty, to request the cancellation of taxpayers' payment obligations and to submit a written request to the TOBB sector assembly.
Ø DESCRIPTION/ACTION: All decisions taken in our professional committees are submitted to TOBB It was conveyed with the letter numbered 10447 dated 07.12.2023. The relevant article was conveyed to the TOBB system in writing to be conveyed to our Minister at the Chamber and Stock Exchange Consultation Meeting held by our President on 08.03.2024 at TOBB with the participation of our Minister of Finance Mehmet ŞİMŞEK. In addition, a letter was written to the chambers in Malatya, Adıyaman, Kahramanmaraş and Hatay on 11.03.2024 regarding the subject and it was requested that they make a decision on the extension of the force majeure in their committee decisions and convey it to TOBB. TOBB responded to our letter dated 18.03.2024 and numbered 2914, and it was reported that the request for the extension of the force majeure was forwarded to the Ministry of Treasury and Finance and the Ministry of Labor and Social Security by TOBB.
TOPIC: 20th Professional Committee Collaboration Abroad It has been decided to organize a meeting to introduce educational opportunities to university preparation students in our city.
Ø DESCRIPTION/ACTION: Schools providing education abroad are university preparation in our city students, they met one-on-one and had a one-on-one interview and were given clear information about the path they would follow to study abroad.
SUBJECT: 10.Professional Committee 28.03.2024 Based on the decision numbered 16 dated 16th of the Turkish Ministry of National Education; within the framework of the regulation regarding the selection of student uniforms for 2013/24, the decisions taken regarding the uniform must be approved by the Provincial Directorates of National Education by the end of March. However, since we are in an Earthquake Zone, since the fact that no uniform changes are made in schools will negatively affect our members who sell bulk clothing in stock, it has been decided that no uniform changes will be made and that the schools that have been approved for the uniform changes in this context will be notified to our chamber in writing.

SUBJECT: 14.Professional Committee Based on the decision numbered 17 dated 22.04.2024; Digital driver cards (digital tachograph) to be issued by our chamber
Ø DESCRIPTION/ACTION: To the Union of Chambers and Commodity Exchanges of Turkey It was reported with the letter dated 17.05.202 and numbered 11974. With the e-mail from TOBB on 20.09.2024, procedures regarding the issuance of digital tachographs (digital driver's licenses) have been initiated in accordance with the protocol, and our chamber has started providing service as of December 2024.
SUBJECT: 02.Professional Committee Based on the decision numbered 18 and dated 23.05.2024; Iskenderun flood channel's negative effects on human health and the environment have reached serious levels. An urgent action plan is needed regarding this issue. In this regard, it has been decided to make a written request to Hatay Metropolitan Municipality, Iskenderun Municipality and State Hydraulic Works for the creation of an emergency action plan.
Ø DESCRIPTION/ACTION: A meeting was held with Hatay Metropolitan Municipality. Hatay Metropolitan Municipality has started the rehabilitation work of the fezeyan channel. There are news about the subject in the local press.

SUBJECT: 02.Professional Committee Based on the decision dated 28.11.2024 and numbered 24; An additional article was added to the 16th article of the Forest Law (restrictions were made on forest permits of the enterprises.) and this puts our enterprises operating in the mining sector in a difficult situation. Despite the lawsuits carried out by civil society organizations regarding this issue, no stay of execution decision has been taken and our enterprises cannot receive permission.
This situation prevents our enterprises from trading and causes a loss of time and process. TOBB Mining Sector President Halil İbrahim Kırşan and our 02nd professional committee assembly member Levend Kılıççıoğlu have been in contact regarding this issue and the necessary initiatives have been taken. It has been decided to write to the TOBB sector assembly regarding the latest developments and to get information about the subject.

After the earthquake disaster in our region, many businesses were destroyed, has been severely damaged. In this case, it is not possible for our businesses to continue their activities. In order to ensure the rapid recovery of our region and to support our businesses to continue their activities, it has been decided that emergency support loans will be provided regardless of sector,
work will be carried out to facilitate access to financial resources and solve location problems (creation of container work areas, etc.), and that our chamber will make the necessary correspondence with the relevant institutions and organizations.

Forwarded to TOBB sector assembly, relevant institution and following the necessary discussions with the organizations, the Ministry of Trade announced KOSGEB support loans and grants. Our Chamber has helped members with KOSGEB applications and ensured that they benefit from support.

SUBJECT: 04.Professional Committee dated 26.01.2021 and In the meeting numbered 34; It was requested that the tradesmen are in serious difficulties regarding cash and payments due to the pandemic and that the companies that are companies cannot benefit from the grants and supports to be paid to the tradesmen by the state, and that the relevant TOBB sector assemblies be informed about the continuation of the breath loan under the leadership of TOBB and the works to be carried out to eliminate the cash problem by providing interest-free loan support.

SUBJECT: 03 Based on the decision numbered 10 and dated 23.01.2019 of the Professional Committee; It has been requested that umbrella mentoring studies to be conducted with the university be initiated.
Ø DESCRIPTION/ACTION: 3. Professional committee members stated that they requested that a roadmap be drawn by academicians and that general mentoring services be provided so that companies can develop their systems and become more successful. İSTE faculty members also stated that they found it appropriate to determine the subject headings and hold both private and group meetings with companies in line with the requests of the professional committee members. It has been discussed that academics can examine the current status of companies, provide detailed information to companies on R&D and projects, and organize surveys for businesses.

TOPIC: Customs Consultants who are members of our Chamber requested that a Customs Laboratory be established in Iskenderun due to the need for a Customs Laboratory for the analysis of export and import products in Iskenderun.
Ø DESCRIPTION/ACTION: Meetings were held with the Ministry of Trade, AKİB President Uğur ATEŞ and the President of İste University, and joint efforts were initiated to establish the Customs Laboratory in İskenderun, which is needed by the members. As a result of the negotiations and signed protocols, approval was received on 18.03.2019, and İskenderun Customs Laboratory started to provide services as of 07.02.2020. Bringing this investment, which is of great importance for our manufacturers and industrialists operating in import-export and logistics, to our region will prevent both time and cost losses for our companies.

Based on the decision numbered 10 and dated 25.02.2019 of our professional committee; Our members operating mines in the sector are experiencing great difficulties due to the extension of paperwork at the Ministry of Energy regarding blasting permits and our businesses not being able to obtain blasting permits. It has been requested that the necessary negotiations be held to obtain blasting permits more quickly.
Ø DESCRIPTION/ACTION: It has been learned that the mine blasting permits were approved by the General Directorate of Mining Affairs with a letter dated 10.04.2019.

TOPIC: Board Member Yusuf YILMAZ requested that filter exporters only check the spare parts imported from abroad here TSE and send them to Istanbul, and that the same process be carried out there and the problem of waiting for approval by paying demurrage for at least 30-45 days be resolved.
Ø DESCRIPTION/ACTION: As a result of the meeting held with the TSE Coordinator and Vice President at the regional consultation meeting of the Minister of Trade in Kahramanmaraş on 27.03.2019; it was stated that the problem was conveyed to the General Manager of TSE Ankara and that it would be resolved as soon as possible. On 31.07.2019, the Chairman of the Board of Directors Levent Hakkı YILMAZ and the Board Member Yusuf YILMAZ visited İskenderun TSE Manager Sinan BİTEN and the problem was conveyed and positive meetings were held. A letter regarding the issue was sent to Iskenderun TSE to be forwarded to the TSE General Directorate. In the letter dated 27.09.2019 and numbered E.245277, it was stated that the work was being carried out in line with the issues stated in the letter. In the meeting held on 11-15-18.02.2020 with TSE İskenderun Branch Directorate and Ankara TSE General Directorate (0312 592 51 23) Import Coordination Manager Meral Hanım, it was stated that correspondence was made with the TSE laboratory, but due to the insufficient response, correspondence and meetings were held again, and the process was extended, but since this process should be done in TSE laboratories, since there is no such infrastructure in İskenderun, it can be done in Kayseri, with the letter dated 11.05.2020 and numbered e.145411.

Hatay Governorship, Metropolitan Municipality, Antakva Chamber of Commerce, Iskenderun Chamber of Commerce and Industry and Civil Society Organizations; It was decided to organize Hatay promotion days event in Istanbul on September 26-29, 2019 in order to promote Hatay in all its aspects (history, nature, industry, tourism, gastronomy etc.) to Turkey, to attract people's attention to Hatay and to ensure that they come to Hatay and thus to contribute to the economic development of Hatay.
