Although our country initially aimed to transition to the NCTS Phase 6 application, a superior version of the New Computerized Transit System (NCTS) used within the framework of the Common and National Transit Regime, with the “opt-in” option, at the current stage, due to technical and timeline requirements, it will be implemented with the “opt-out” option (a structure that does not include ICS2 elements) in the first phase as of June 1, 2026. The initiatives taken by our Ministry to postpone the transition schedule were not favorably received by the European Commission, on the grounds of the tight technical schedule. In this context, it is foreseen that the main reason for possible delays that may affect the flow of transit operations, especially at the Bulgarian border, after June 1, 2026, may stem from the processes related to the submission of an ENS declaration via the ICS2 system within the scope of EU legislation, rather than the NCTS Phase 6 transition. Due to Bulgaria being the entry point into the EU safety and security area, our carriers are required to submit an ENS declaration to the ICS2 system separately from the NCTS declaration. The submission of the ENS declaration under ICS2, the processing of the declaration in the relevant systems, and the response mechanisms related to this process are carried out within a separate framework from the NCTS application. In this context, our Ministry has carried out information activities on ICS2 on various dates, and it is critically important for sector stakeholders to complete their necessary preparations before June 1, 2026, regarding the ICS2/ENS requirements and implementation principles of all countries on the transport routes, and especially the separate ENS obligation to be applied at the Bulgarian border, in order to prevent disruptions.
