Public Attention Regarding K-Type Authorization Certificate Procedures
A social media post regarding the K-type authorization certificate procedures conducted by our Chamber stated that "the Chamber demands a significant fee from its members, whereas this process can be done free of charge through e-Government." Since the technical aspects of the issue are not sufficiently known by the public, it has been deemed necessary to make the following statement to ensure that our members receive accurate information.
!! It is the application channel, not the document, that is free on e-Government.
Almost the entire cost of K-type authorization certificates is the document fee paid to the Ministry of Transport and Infrastructure.
This fee is determined by the Road Transport Regulation, updated annually according to the revaluation rate, and paid directly to the Ministry of Transport via Ziraat Bank or Vakıf Bank. Whether the application is made through e-Government or through our Chamber, this amount remains the same; our Chamber has no share in this fee, nor does it have the authority to offer discounts or make changes. It should also be noted that a 5% discount is applied to the Ministry"s document fee for applications made through e-Government. This discount is foreseen by the State to encourage the use of digital channels, and the determination or application of its rate is not within the authority of our Chamber. As with all fees, the sole determinant regarding discounts is the State. (Fees paid to the ministry vary depending on the type of document and the number of vehicles) The Chamber"s service fee of 975.00 TL is fixed regardless of the type of transaction and does not even reach one percent of the total. The item described as a "significant fee" is the document fee paid to the Ministry of Transport, which does not belong to our Chamber.!! Our Chamber does not determine the Chamber"s service fee. The service fee is determined by TOBB as a single tariff nationwide, not by our Chamber, and is communicated to our Chamber annually via official letter. The fees of 975.00 TL and 269.00 TL shown in the table above are exactly the same in all authorized chambers and can be easily verified from the fee schedule published on the website of any chamber. A certain percentage of this fee is also transferred to TOBB as per the protocol. Our chamber has neither the authority to increase nor to abolish this amount. Applying to our chamber is not mandatory; it is the choice of our members and citizens. Members who meet the requirements can submit their applications via e-Government; our chamber does not guide or force any member in this regard. Members/citizens who choose our chamber receive support regarding accurate information, document verification, system registration, and vehicle card procedures for K documents. Since it is not possible to refund the document fee paid for incomplete or incorrect applications, this control protects our members from a loss of rights amounting to hundreds of thousands of liras. Furthermore, K-type authorization certificate procedures were previously handled only by central chambers. Therefore, our members in Iskenderun had to go to Antakya and apply to the Antakya Chamber of Commerce and Industry even for the simplest document or vehicle card transaction; they suffered travel expenses, time, and labor loss for each transaction. Following intense demand from our members in this regard, our Chamber has taken the necessary steps and authorization has been obtained for K-type authorization certificate procedures to be carried out in Iskenderun as of 2024. Therefore, the fact that these procedures are now carried out in our Chamber is a direct result of meeting the demands of our members. The aim is to enable our members to complete their transactions in their own districts without having to travel outside the district. The fact that K Certificate transactions are carried out in our Chamber has been welcomed by our members. We urge our valued members not to give credence to such untrue and incomplete information, which appears to be done with a specific purpose; We kindly request that our members contact the relevant departments of our Chamber directly for any questions regarding K-type authorization certificate procedures, fee schedules, and legislation. We hope that this statement, made to prevent our members from being faced with incomplete information, will also be included in the media outlet where the news was published.
