25 Şubat 2026 - OTHER Announcements

In a statement made by European Commission President von der Leyen together with European Council President Antonio Costa following the EU Leaders Meeting on European competitiveness on February 12, 2026, a political will was demonstrated to complete a comprehensive reform process by the end of 2027 within the framework of the "One Europe, One Market" objective. In this context, it is planned that at the next European Council meeting in March, the Commission will present a detailed "One Europe, One Market Roadmap and Action Plan" containing timelines, targets and a clear implementation period. It was stated that the reform process is structured on five fundamental building blocks. In the statement made within this scope:

1) Reducing Administrative Burdens

  • 10 Omnibus simplification packages are on the agenda (3 completed, 7 ongoing), co-legislative bodies should accelerate this process and finalize the said regulations, thus aiming for an annual reduction of approximately 15 billion Euros in administrative burdens,
  • After completing the Omnibus packages, comprehensive simplification will be carried out in the existing EU acquis, measures will be taken against “gold-plating” practices (Member States imposing additional burdens on EU legislation), and the aim is to set a single and clear goal for member states with the “more regulations and fewer directives” approach,
  • “Sunset clauses” will be introduced into the legislation, so that at the end of a certain period, a decision will be made on whether the relevant regulation will continue or be completely changed. 2) Building the Single Market
    • The 28th Regime proposal, which will enable companies to be digitally incorporated throughout the EU within 48 hours and be subject to a single and simple rule across the EU, will be presented in March,
    • The first phase of the Savings and Investment Union, which includes market integration, supervision and securitization, is targeted to be completed by June to create a strong and liquid capital market; if sufficient progress is not made by that date, the option of "enhanced cooperation" (with at least 9 member states) will be considered,
    • Before the next European Council meeting, the Industrial Acceleration Act, which includes European preference for strategic sectors based on sound economic analysis, will be presented,

    3) Establishing the Single Energy Market

    • The Network Package (on the agenda of the Council and Parliament) to strengthen infrastructure and cross-border energy flows It is stated that a timetable will be set for the adoption of this package) and European Energy Highways (It is stated that the first energy highway was recently adopted (connecting Baltic offshore wind energy to Denmark and Germany via Bornholm Island)) will be implemented,
    • The effectiveness of the current pricing mechanism (renewable energy 34€/MWh, nuclear 50-60€/MWh, gas 100€/MWh) is being discussed and different options will be presented to the council in March on whether it is time to change the market design,
    • The Emissions Trading System (ETS) will be reviewed,
    • 4) Digital Transformation
    • The Digital Networks Act will be advanced and a timetable will be set for its acceleration, the possibility of mergers of telecommunications companies is on the agenda under the Digital Networks Act,
    • With the European Business Book, companies will have a single digital identity and across the EU It has been stated that: a single communication channel will be established with all public authorities, with a timeline to be followed starting from March; Looking ahead, a Technology Sovereignty Package will be proposed, including the "Chips Act 2.0" and a Cloud and AI Development Act; The transformation of existing AI factories into AI gigafactory ecosystems is planned; 5) International Trade: The rapid implementation of newly reached trade agreements (Indonesia, Mercosur, India and Switzerland) is supported; Work on future agreements such as ASEAN, Gulf countries and Australia is aimed at continuing.
