A regulation was made on 02.10.2025 with the approval of the Ministry regarding the difficulties experienced by our members due to the guarantee applications related to the 3171 regime code declarations issued in case the goods stored in the warehouse and not in free circulation are shipped to the air or sea port under the control of the same customs administration and are exported from there, within the scope of the Circular No. 2013/5 of the General Directorate of Customs of the Ministry of Trade, which was communicated to the authorized units regarding the initiatives of our Chamber.

With the regulation made: “Regarding the goods contained in the 3171 regime code declaration issued in case the goods stored in the warehouse and not in free circulation are shipped to the air or sea port under the control of the same customs administration and are exported from there; in cases where a guarantee needs to be determined in the 3171 regime code declaration, it has been deemed appropriate to provide a guarantee of 10% of the import duties of the goods in question.”
