In our country, the application, personalization, distribution, and certification processes related to the digital tachograph system are carried out by our Union since 2010, within the scope of the Protocol signed between the Ministry of Transport and Infrastructure and our Union. In this context, developments regarding digital tachograph applications in the European Agreement concerning the Work of Personnel Engaged in International Road Transport (AETR), to which our country is a party, and in the European Union legislation are closely followed by our Union. Within the scope of the Mobility Package adopted by the European Union, regulations regarding the smart tachograph application for light commercial vehicles (LCVs) weighing between 2.5 and 3.5 tons used in international goods transport entered into force as of July 1, 2026. Following the entry into force of these regulations, it has been observed that different assessments have been made in the sector regarding the scope of the application, and especially information pollution has occurred regarding the digital tachograph system for light commercial vehicles and the drivers using these vehicles. According to European Union legislation, the tachograph obligation for light commercial vehicles applies only to certain light commercial vehicles where the conditions stipulated in the relevant regulations are met simultaneously. The fact that the vehicle falls within a specific weight range (between 2.5 and 3.5 tons) or that it engages in international transport or cabotage activities does not, by itself, create a digital tachograph obligation. On the other hand, the regulations enacted by the European Union, particularly those concerning smart tachographs, are not currently included within the scope of the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR). Therefore, since these regulations have only entered into force in the European Union, there is no new digital tachograph obligation for light commercial vehicles registered in our country and the drivers operating these vehicles. In this regard, a guide prepared for the assessment of the tachograph obligation in terms of the scope of European Union regulations and different transport scenarios is attached.
