Within the framework of the Generalized References System (GPS), In order to benefit from the Concessional Customs Duty rates applied unilaterally to Turkey by the countries listed below, Form A (Special Certificate of Origin) must be issued.

Although Australia also implements GPS, Form A is not required to benefit from the system.
Arranged How
Form A Document must be issued in English or French. For export transactions to the Russian Federation, it is also possible to issue the document in Russian. Turkish expressions should not be included on the document, except for records regarding titles and addresses.
The document must be filled out using the same writing machine and the same font, and there must be no corrections or distortions.
When filling out the document, in the 8th column, separately for each goods declared in the 5th, 6th and 7th columns:
- The letter "P" for all countries if the goods are entirely of Turkish origin;
- If there is an imported input;
- For Japan, the letter “W” and the first four digits of the GTİP number of the goods,
- For all other countries, the letter “Y” indicates the FOB of non-Turkish origin inputs used in the export product. The percentage share of the price (for example “Y” 20%) should be written.
Certification Procedures to be Performed by the Chambers of Commerce and Industry
Form A Documents prepared in 3 copies, stamped and signed by the exporters or their legal representatives authorized to sign the customs declaration in accordance with the above rules, and a stamped and signed photocopy of the Turkish invoice is given to the chambers. The chambers check whether these documents are filled in accordance with the rules. It checks and examines the certifying documents and completes the necessary procedures. After the checks on the documents are completed, the copies are certified by the responsible officer with the signature and seal of the Chamber. One of the white copies of the circulation document, a photocopy of the invoice and the petition are given to the exporter. p>
